Breakout
A port faster than the endpoint it serves can be broken out when the speeds divide cleanly. That raises the usable port count. Two-tier capacity goes as the square of the port count, so it moves the tier boundary a long way.

Coding matters more than it looks. A switch may refuse a transceiver that is not coded for it, and that is one of six axes that have to agree before a link comes up. The others are form factor, reach, fibre type, fibre connector and ferrule polish. See optics compatibility.
Notes
The 10G copper out-of-band option. Verified: 1RU, 2.16 Tbps, 48 x 10GBASE-T copper configurable to 100M/1G/10G, and 6 uplinks spanning 1/10/25/40/50/100G. Choose this over the 9348GC-FX3 only where the management network genuinely carries more than BMC traffic — for BMC alone the 1G switch is cheaper and sufficient.
