Breakout
A port faster than the endpoint it serves can be broken out when the speeds divide cleanly. That raises the usable port count. Two-tier capacity goes as the square of the port count, so it moves the tier boundary a long way.

Coding matters more than it looks. A switch may refuse a transceiver that is not coded for it, and that is one of six axes that have to agree before a link comes up. The others are form factor, reach, fibre type, fibre connector and ferrule polish. See optics compatibility.
Notes
The default out-of-band switch, and the cheapest sensible one. Verified: 1RU, 696 Gbps, 48 x 1GBASE-T copper configurable to 10M/100M/1G, 4 x SFP28 at 1/10/25G, and 2 x QSFP28 at 40/100G, drawing 178 W typical and 287 W maximum. BMC ports run at 1G, so the 10GBASE-T 93108TC-FX3 costs more for capacity nothing on this network can use.
