Breakout
A port faster than the endpoint it serves can be broken out when the speeds divide cleanly. That raises the usable port count. Two-tier capacity goes as the square of the port count, so it moves the tier boundary a long way.

Coding matters more than it looks. A switch may refuse a transceiver that is not coded for it, and that is one of six axes that have to agree before a link comes up. The others are form factor, reach, fibre type, fibre connector and ferrule polish. See optics compatibility.
Notes
The in-band management switch. Verified: 1RU, 28 x 100G QSFP28 plus 8 x 400G QSFP-DD, 590 W typical and 1,100 W maximum. GX is a later generation than both FX2 and FX3, and it is the Cisco option that carries 100G on its *access* ports — every FX3 member tops out at 25G there, so none can serve 100G in-band NICs however many uplinks it has.
